I received the following response from BoatUS

Mr. & Mrs. Bowers:

Thank you for getting in touch about the electronic fish barrier on the
Chicago Ship Canal. This issue popped up for us about 10 days ago and we
have been actively engaged in trying to find an appropriate and timely
resolution.

As it stand right now, the only way for non-metallic hulled vessels to
transit the barrier is via a so-called "dead-ship tow." This means that no
one can be on board the vessel and its batteries and electronics must be
disconnected. This second requirement can usually be accomplished by
switching off the batteries. It is also our understanding that the only
company currently available to provide these tows is charging $600 for the
service.

We are in daily contact with the Army Corp of Engineers and the Coast Guard
regarding this issue. The Corp is in the process of completing test to
determine if non-metallic hulled vessels can safely transit the barrier.
Once that testing is competed, the Coast Guard will make a determination
about allowing folks like you proceed.

Regarding the deductibility of these expenses, not being an accountant, it
is hard to say. We have spoken with the TowBoatUS operator for that area
about providing this service. As of now, he does not have a vessel in the
area that would meet the Coast Guard requirements.

I hope this helps you have a little better understanding of the current
situation. Please let me know if you have any additional questions.

Jane and I will not be heading through there until mid to late October.
Perhaps the situation will change by then. I will let the group know.
