T&T: radar, was AIS

My interpretation:  The rule can be read different ways.

If I am in daylight, clear visibility, I believe that the most useful
collision avoidance tool is the computer behind your eyeballs.  And keeping a
good lookout.

If I try to use radar in clear conditions, particular running the ICW, it
would represent more of a diversion than  an aid--constant adjusting, trying
to set (and clear) ARPA---all when you would be much safer by looking out.

The radar is available--but I use it only in reduced visibility or at night
when it can provide added useful information.

I recall this issue discussed previously, and someone made the statement that
they had discussed with USCG knowledgable sources, and gotten agreement:  no
requirement to use radar in clear visibility.
