My response...

I seem to remember reading that light boards were to be painted 
black.  Our teak light boards were painted red and green but when I 
re-finished them I left them natural.

Since light boards are simply places to mount the running lights, 
does it really matter what color the light boards are?  A lot of 
boats have the running lights mounted high on a staff or directly on 
the side of the cabin that is normally white.  I see that new Krogen 
44's have teak light boards, you would think they would spring for 
some black paint for them it was required.

Maybe there is a reason why that item didn't get put in Gary's final report.
