T&T: Potable Water Pump

I'm looking for a cheap 12 or 110 volt water pump suitable for 
potable water.  I intend to use this as an emergency solution to get 
water out of my tank if the pressure system fails.  On my cat, the 
water tank is on the bridge deck and the galley is in the port 
hull.  My first thought was that I could syphon water out of an 
inspection port in the top of the tank.  The lift required is greater 
than my lung capacity to start the syphon.  I guess I could use a 
primer bulb, but I don't know of any rated for drinking water.
