T&T: New Homeland Security Requirement

There is a notice in our local post office to the effect that vessels 
departing the US for another country are required to clear out with 
Homeland Security.  A call to the office in Key West confirmed that 
this is so and further stated that the vessel and all passengers must 
present themselves to a clearance location 4 - 6 weeks before the 
departure date.

The officer stated that boats arriving in another country from the US 
without this clearance would be denied entrance and forced to return 
to the US.  He also stated that boats returning to the US without 
proof that they followed the outbound clearance  procedures would be 
subject to penalities.

This seems highly impractical and unworkable.  Does anyone know 
anything about this.
