T&T: direct tv reciever

After a rather nasty thundestorm I've lost my ability to find any sat. Have a
follow me unit which is working checked all settings, rebooted receiver, etc.
Called DTV said take it to local guy. According to my guide should see voltage
at dish alternate between 13 and I think 18 volts. Seeing a steady 13.3. Am I
right in thinking the reciever gone tu? Thanks Bill
