T&T: Loss of speed at same RPMs

Possibly fouled shaft/prop, or dragging some sort of snagged object/line. How
clean is bottom? Could have been building and slowing headway over time but
you just happened to notice yesterday.

We're about 950 miles unto out current cruise to the Chesapeake. Have been
making 7.3 MPH at 1600 RPMs consistently.
F-L 135 engine with the "good" Velvet Drive transmission.
Yestersay we thought we noticed a reduction in speed at same rpm, but
attributed it to 2foot seas and 15 knot headwind in Albermarle Sound, then to
current in Pasquatank River.
Today in Great Dismal Swamp with zero current our speed is varying between
6.0 & 6.8 MPH at 1800 RPM. Two seperate GPSs agree on speed. Digital tach
confirms RPMs. Transmission looks and sounds "normal."
Where should I start looking for cause?
Could it be a GPS anomoly?
