Emergency Response in No Wake Zones

Obviously this is a question with no Black or White answer.

The marina I am in is probably no different to that of many of you. In a
narrow channel with launching ramps, canoes, kayaks etc and a Coast Guard
base in the middle. This often results in the CG leaving their dock
leaving a big wash sometimes causing damage and in many instances
certainly creating the possibility of injury to those attempting to fend
off a 4 foot wave at the launching ramp docks and to those underway in the
narrow channel.

Many of these calls do not turn out to be real emergencies but the person
in control of the emergency boat may not know that when he leaves the
dock. He has not been dispatched given a Code 3 or? status. The
communication to him? is generally done on a CG working channel not on 16
so there is little warning.

Do areas in a similar situation have "protocols" set up to prevent /
minimize the impact of these events ?
