T&T: Heeling and fuel tank crossover

when i have a cross over line between tank, i keep it closed unless a have a 
good reason to open it like to equalize the tank or if the fuel hose cant' 
reach across the boat when refueling.

keeping it closed will reduce the amount of fuel spilling in case of a leak 
for instance.
