Correct. Registration is the process by which they know you exist and can
collect their sales / use taxes. For a long time in Texas, you didn't have
to register a Federally documented boat. But then, how would they know you
were even around? When they started the requirement for documented boats to
register, it was just a way to grab those sales / use taxes. They tried to
make it retroactive forever, but a judge limited it to transactions within
the last three years at the time it became law.
One loophole in Texas... If you receive the boat as a gift, no sales tax is
due.

In Florida when they are talking about registration they are really talking
about "sales" tax. In my county the tax rate is 6% for the first $5K and 5%
after that. I believe that most places will make an adjustment if you
already paid sales tax in another state. in other words, if you already
paid 3%, you would be obligated for the 2% difference when you registered in
Florida.
