3M 5200 is actually a polyurethane, considerably different from
polyethylene. Neither 5200, nor anything else I know of will bond with any
great strength to polyethylene. The rather poor bonding can be improved
(some) by flame treating the PE surface before bonding. Use a propane
torch, and just brush over the surface with the flame.
PE can also be welded, melting the surface of the two pieces of PE to be
joined, then joining under some pressure: this isn't easy except for small
parts or cracks.
