The NVDC will only assign you a HIN if your boat does not have one.  In the
case of the OA, the boat has a HIN, just not properly marked on the boat.  If
NVDC assigned another HIN to that boat, it would create more confusion as her
papers already uses the HIN that starts with EYS.

HINs became mandatory for boats sold in U.S. after November 1, 1972. It sounds
like OA did not mark their earlier boats properly.  At this point, I would
just leave things are they are.  The OA in question probably has the
documentation with the correct HIN.

Newer OA uses HINs that start with OAX.
