Al,
This article is very poorly worded, however, if you read through the article
you will see "Powerboat permits go with the boat."  In other words, this is
a $5 surcharge to boat registrations - not operators.  The purpose is to
generate money to fund inspection and cleaning stations for boats trailered
into Oregon in order to stop the spread of dangerous invasive aquatic
species.  I will send you, and any other interested person, a more accurate
article that appeared in the Salem newspaper.

This in our Sunday paper.  last minute action that imposes a $5 premit fee
on
the OPERATOR of a boat.  ($20 if you are out of state, if I read this
correctly).

OK, so now that 'they' have all of our addresses with the Boaters Education
Card, and this to open the idea of a license for the operator....
