T&T: 1st Florida, now Oregon? New permit fee for the operators of a boat...

This in our Sunday paper.  last minute action that imposes a $5 premit fee on
the OPERATOR of a boat.  ($20 if you are out of state, if I read this
correctly).

OK, so now that 'they' have all of our addresses with the Boaters Education
Card, and this to open the idea of a license for the operator....
