T&T: anchoring vs existing mooring

The street/driveway analogy may not reflect my understanding of who has the
right to use my mooring in Duxbury Bay, MA.
I own the mooring tackle. The ball ball and pick-up bouy are marked with my
name and a town number. My boat must display current sticker with same number,
indicating annual fee was paid to the town for that mooring at that exact
location. Only 3 marine services, approved by the town, can set or maintain
moorings. The town manages all moorings, and publishes rules that only the
harbormaster can assign their use, either by season or short term, if cleared
with the owner. The town (harbormaster) manages hundreds of moorings within
the inner basin and throughout the bay at three other locations. The same
rules apply. There are several designated anchorages.
This is all very well understood and accepted by town residents. But,
understandably can be an issue with visitors.
So I guess in this case "the mooring is the driveway", and I own it.
