T&T: Anchoring vs Existing Moorning

Ok, how do I know whose it is and what is to stop someone from just saying its theirs?
Now, I am assuming (which usually gets me into trouble) that we are refering to a mooring
that is just in some secluded or sheltered bay and not off someone's dock.
