"Strongan" is just a trade name for a type of PVC; looks like their attempt
to hide the fact that they're still made from PVC. See:

There are a lot of other references out there explaining that Strongan is
PVC. You really should stick with Hypalon as it will last a lot longer. Any
soft PVC has plasticizers which make it soft, and those will degrade and
leach out over time, destroying the seams first, then the fabric. If you
want a dink that will last about 5 years in the sun, by all means get PVC.
Otherwise stick with Hypalon.
