T&T: Federal Law re Using Blower Before Starting Engine

A few years back we were eating lunch with my daughter and her husband at an
outdoor cafe at the Flats on the bank of the Cuyahoga river...  About 50 feet
from us was a wood hulled ChrisCraft moored to the wall and the couple at the
next table were the owners... After we left as we were driving out of the
flats area we heard sirens and saw a thick column of black smoke back towards
the river... The next day my daughter called us to say that couple had gone
back to their boat and when they started it there was an engine room explosion
and flaming gasoline was ejected onto the tables where we had been sitting...
The couple were critically burned...  SInce then I notice that my son in law
runs the blowers on his Sea Ray longer then he used to, before hitting the
starter...
