T&T: Rust conversion

This is not strictly a trawler related question but given the vast store of
knowledge on the T&T list I figure that I should get some answers:

Has anyone used a rust converter paint to preserve rusting ironwork in a
marine environment? I have a old boat lift in a tidal area with steel
supports
that are immersed about half the time. It dates back to the 1960's. The
structure and foundation are still strong but the metal surfaces, both above
and below the water level show severe rust with some flaking areas. I know
that acidic (tannic acid and phosphoric acid) rust converters are used to
preserve old ironwork in house restoration. How long does the rust treatment
last? What kind of overcoating paint is best? Will the converter treatments
work
underwater? What brands are recommended?
