T&T: Heaters

I have a 1988 Bayliner 3818 and my question has to do with the heaters. All
heaters work well however, water doesn't seem to be circulating as I see no
evidence of water discharge through any of the thru-hulls. Could this be
normal? I just took possession of the hul in Panama City Fl and brought it
down to Slidell(4 Nights) and everything seems O.K.
Any suggestions would be appreciated.
