You only need 4 hours /day so a summer small boat outing counts toward
the license
So you can get a license even if you never touch the wheel.

SEA TIME REQUIREMENTS

1) All license require a person to have 90 days of sea service in the
past 3 years.
2) All sea service must be obtained after the age of 13.
3) A minimum of 4 hours underway is required to meet the definition of a day.
Time must be documented by a Small Vessel Sea Service Form (CG-719S)
or Military Sea Service or Discharge Sheets.
