I doubt there could be a course more complete than the program the USCG
Auxiliary gives to those that volunteer to take it. For basic information it
is probably the best. I am not a member of the Auxiliary but years ago before
I started boating I did take their course, as did my wife, and found it more
helpful than most programs that are run by other organizations. This state
licensing issue is just a way for them to collect additional revenue. It"s
just another tax without being called what it really is. There is no test or
course that is going to make someone in a boat act responsible. The only thing
that will have an impact is proper enforcement and very stiff fines. Hit"em
where it hurts an they will start to pay attention.
