T&T: Bear pepper spray

Where does one acquire bear pepper spray in the US?
 
BTW, I was once attacked by a barracuda, I hooked up off the transom, the  
fish got hooked, he turned to the boat and jumped out of the water ,  hitting 
the transom right in front of me about 3 ft out of the water!.
