T&T: Cuba

It is my understanding that you are permitted to pull into Cuba in the event
of an emergency. What constitutes an emergency? Weather?

Also, I always seem to be a dollar short and a day late when it comes to T&T
threads. Where can I find electronic charts of Cuba and CA for the CAPN?
Available for downloads?
