I dealt with a plugged fuel tank vent this year and how I fixed it should
work on your holding tank:
Hook a shop vac discharge to your deck holding tank pump out fitting, turn
the Y valve to the tank-to-deck fitting position.
While the vac is putting a little pressure into the tank use a length of
stainless "safety wire" and fish it into the vent and line from the outside.
The pressure will blow out all the wasp nest mud or whatever into your
dinghy (fun).
Once it's clear, put a small piece of plastic screen in the vent opening.
It'll keep the vent open and creatures out for good.
This cured my tank from blowing back during refueling and being very slow to
feed fuel.
Hope it helps.
