T&T: Insulation and bilge heat

  The tempature tonight will fall into the teens.  We spent most of today
pulling PEX plumbing and wire through the bilge, working to install an ITR
Hurricane hydronic heating system.  As I pull the plumbing through the bilge
we are drilling through the 2x4s.  The installer is suggesting I consider
filling the space bewteen the floor framing with styrofoam or other
insulation, and then putting 1/4" plywood to hold the insulation in place to
trap the heat from warming the bilge.  Has anyone done this?  I am looking at
Home Depot who has foil backed tabbed insulation that seems like it could do
the same and be lighter.
Trying to get even 1/4" plywood down into the bilge and then cutting around
all the penetrations does not seem like alot of fun....suggestions?
