There seems to be a lot of discussion on whether you need an anchor light, not sure whether it was from Collision Regulations, or just from the Power Squadron's traning courses but a captian must do everything in his\her power to avoid a collision. Anchoring alone in a bay without an anchor light seems to be a no brainer. JMO.
