A couple of clarifications. This thread started on Special Designated
Anchorages, those created by the Secretary of, in the present case,
Homeland Security. All of my comments were specifically about that case.
Dennis Conner and some others misunderstood my comments to mean other
than that which I wrote.
I wrote the authorities could not prevent your using an anchor light
where one was NOT required in the anchorage. I suppose they might try to
have such a regulation. I can't imagine the legal justification.
The Pennsylvania Rule is pretty well obsolete, even within the US.
The Rules are rules NOT regulations. In spite of the title, Regulations,
they are Rules, 1,2,...30... etc.
The difference between rules and regulations is that regulations
prescribe a strict course of conduct to be followed exactly. Whereas,
rules describe what is generally considered to be the proper course of
conduct. Many of the rules favor a multiplicity of factors to be weighed
in deciding upon a course of action. Which brings us back to Rule 2,
which comes before all the other rules, except number 1. And, Rule 2
will trip you up even where you have complied strictly with all the
other rules.
The rules are ordered roughly in order of importance and obligation.
On that note I hereby create Rule Zero, which you would be well advised
to consider a Regulation: Don't Have a Collision!
