No, but under the Pennsylvania Rule, you will have a much more difficult time proving that it was not, since it will be assumed that it was your fault until proven otherwise. ( and yes, subsequent cases have included apportionment of blame/damages - however the onus is automatically on you if you are not properly lit.)

If you are in their mooring field, they can tell you wear pink underwear if they wish!  (Just kidding - but they can set the rules for their own mooring fields.)
