T&T: Anchor Light

Let me nit pick on Mike here just a bit... I am not convinced that the local
authorities do not have the legal muscle to enforce anchor light colregs... 
Certainly they can enforce liquor and gambling and sewage laws...  Since
anchor lights to prevent collisons are a public safety issue I suspect that
state courts will back up the harbor cops...
