T&T: Anchor Light

Can the "secretary" designate an anchorage in international waters? I doubt it, and I base this opinion on the fact that the information concerning this point is mentioned only in the inland rules of the color regs; it is absent from the international rules.

However, I have come upon "anchorages" in international waters, and if so designated, they may have been approved by an appropriate international "committee" that has that authority. But, I do not know if these anchorages allows the boat to dispense with the appropriate lights/ball.

Maybe someone can enlighten me on this.
