There most certainly is an answer. Guests
bring "gifts" never really was much of an interest to the USCG. It was of
interest to your insurance company at one time. They would use that as a way
out of paying a claim.  But that has changed.

That is really a
non-issue. You don't have to take any random tests to keep your license. But
you may have join a random drug testing consortium.  But in all my years of
doing this I have yet to meet any one who has had to take a random test. But
I'm sure there must be someone some where.
