I'd opt for the JB Weld, a reinforced epoxy.  For best adhesion to some 
plastics (like PVC and polyethylene), they should be "flamed" briefly over a 
gas burner, like your propane stove, before bonding.  Of course, the part 
must be scrupuloulsy clean before bonding.
