T&T: Holding tanks & pumpouts

In many places, the pumpout stations are fully funded by state and federal 
money at NO cost to the marina or other shore station.  Although they are 
sometimes allowed to charge a nominal fee, it is against the law for them to 
refuse service to anyone who needs it.  I have been refused service at 
marinas who say that their pumpout is reserved for their own customers, 
despite the labels on the machine indicating the state and federal funding. 
Many of them are "temporarily out of order." Like many other government 
functions, there appears to be a huge bureaucracy available to hand our tax 
money out, but very little to monitor it once it is spent!
