T&T: Holding tank woes

Our 1980 38' Gulfstar MC comes without a holding tank setup..I can 
convert a 40 gal. fw tank under the galley flooring to serve as a 
holding tank with a lot of expense and effort..This year's agenda 
calls for another six month cruise up the East coast to Lake Ontario 
and the Trent-Severn system..Disregarding ascetic considerations just 
what might be the consequences of cruising without the tank?  We 
anchor out 90% of the time and use marina facilities when 
available..How are local rules enforced and what are the usual 
consequences?  In years of cruising we have yet to be boarded and 
inspected..Any helpful comments are appreciated, Thanks,
