Mike, That is correct. I am not required to be licensed to install radios. I
only need a license to modify the equipment, not install it. The FCC does not
require a license to install VHF, SSB or Radar, but needs one ONLY to modify,
adjust or repair the equipment. There is no license required for VHF radios by
the FCC on pleasure vessels so how would the installation be overseen by a
license holder?  The information you are quoting is very old and out of date.
