FCC rules require an FCC licensed technician to install Marine SSB sets
(80.169). Ham radio transmitters can be installed by the operator, if
properly licensed. This does not mean that a HAM can legally install a
marine SSB set that will be used in the Marine bands, just because it
can or will be used by a licensed Ham, in the Ham bands.
All this presents some problems for US Flagged vessels built in foreign
countries and where the SSB set is installed at the factory. However, I
think anyone can hold the correct FCC license to do installations,
regardless of what country they live in or are citizen of.
VHF and radar sets can be installed by a non licensed individual if done
by or under the supervision of the station licensee, if the vessel is a
voluntarily equipped one. If a commercial or if required to have, the
installation has to be by a licensed technician. See FCC rules part
80.177 and 169.
