Contrary to my earlier post, you can get reports on your cell phone  for 
most all the buoys listed at this URL:

http://www.ndbc.noaa.gov/mobile/


Which I have reason to believe includes all the buoys and C-Man stations 
shown on this series of maps:

A MAP showing the buoys world wide is at:
http://www.ndbc.noaa.gov/rmd.shtml

This improvement means that the service should be useful to most anyone 
world wide.
