The last time I read the instructions for installing a new uniseal it said
to put the NEW elbow in dry. I did that and have had not further problems.
It is not an easy job. You need lots of leverage.

>From what I remember of your first post you have a common Vacuflush Vacuum
Generator where the pump is mounted on the tank. They are all the same.

VacuFlush units are pretty picky about doing things their way. No caulk or
sealant.

I am still fighting it. I put a new uniseal in and used some life caulk but
so far no long term solution.
I did notice scars (slight) on the elbow that I think were part of the
problem. I think there is another variant that Sealand sells that uses 'o'
rings and uses a screw fitting. This is obviously a different tank than
what
I have. I will ask Monday. In the mean time I have ordered a new elbow and
uniseal. I will play some more tonight and see. I can get it to pump up and
stop but it then loses vac. so maybe I can flush if I catch it right...

The admiral is less that pleased. I don't think we can spend two months on
the Rideau with no functioning head. But, I will conquer it...
