What we did was to go to an office supply store and get a large self-inking
rubber stamp with the relevant information on it.
You can go online and find hundreds of companies that will create and ship
self-inking rubberstamps. Some will even tell you about different materials
it will adhere to. If not ask.
Two years now, and no fading or smearing.

Oh, if only all hijackings could be so pleasant. I too have no advice on
stenciling nylon life jackets but I'll bet someone on this list does.
