I suspect not.  USCG lifejackets are not "approved" for carriage on
Canadian vessels.

As I understand it, it is not illegal to carry and use US (or other
foreign) lifejackets on a Canadian vessel, but they don't count as
part of the required safety equipment.

At http://www.uscgboating.org/safety/fedreqs/equ_pfd.htm it says
PFDs must be Coast Guard approved.
