You don't need any immediate travel plans to get a passport. I just renewed
mine and my wife (and I) got the new passport cards as well. We are planning
on visiting the Bahamas and Canada in a couple years so I put those as
potential visits with no dates. We both received ours in a couple weeks
(didn't use expedited services).

Larry, I believe all you need is to provide an itinerary in writing and not
necessarily have a ticket in hand. After all, until you are sure you have a
passport you would not be expected to commit to purchasing a ticket. I would
put in in writing and give specific details based on the passport being
issued
by a certain date and attach it to you application or renewal. But to be
sure,
