One solution I used years ago on my sailboat was to pull back either an
electrical wire or the antenna cable from the top of the mast with a heavy
string attached. Then tie foam "butterflies" on the string and pull the
cable and the string with the foam attached back up the mast. Put foam
every 3-4 feet and it will eliminate most if not all the internal slapping.

Sometimes the noise is from external halyards that have not be bungeed
or otherwise secured away from the mast. That's an owner-induced fault.
But sometimes the problem is an internal halyard and I don't see that
there's anything the owner can do about this other than do as a previous
poster said and somehow sleeve the internal halyard(s). I don't know if
this is a common factory practice, something that's only usually found
on the more upscale sailboats, or something an owner has to have done by
him/herself or a yard. But if a sailboater has a slapping internal
halyard I can't really fault them for this as there doesn't appear to be
anything they can do about it as far as securing the halyard is
concerned.
