It is typically acid free white kerosene.  You can purchase small quantities 
packaged as "compass fluid" from many outlets on the internet.

Due to the critical nature of a compass (for most of us anyway), I never try 
to service a compass on my own.  I've always sent mine to Great Lakes 
Compass Repair, 31 N. Alfred Ave., Elgin, IL  USA 60123  (847) 697-6491. 
Bob is an authorized service center for Weems & Plath and does meticulous 
work.
