I use white pvc pipe for my ensign on the stern and burgee on the bow.  Wrap 
the flags tightly around the staff and measure to see what the inside 
diameter of the pipe needs to be and measure the length of pipe you need. 
When you get the pipe get pvc caps for one end.  I think they look pretty 
sharp, aren't very expensive and last for a long time.
