Who did the EPA send the "ticket"  to for particulate emission when Mount
Saint Helens went off?

And the last time I looked, Canada was not under the jurisdiction of the
US EPA.  And if they're smart, they'll keep it that way.  (I'm not
advocating that Victoria continue to dump raw sewage into the Strait,
just that Canada stay as far away from US regulatory influence as they
possibly can.  They're smart enough to solve their own problems up there
and they can probably do it more way efficiently than we can anymore.)
