I'm not aware of a link that provides a comprehensive listing of fuel prices
in the PS other than Active Captain, http://www.activecaptain.com/OTW.php.
The problem with Active Captain is that it depends on input from us the
boating public.

My experience is that there is a vast difference between the highest and
lowest prices.  Historically lower prices have been found at Desmoins,
Brownsville and Poulsbo.
