Quoting the FSBA of 1971 (not 1972) is not advisable. Why? It was legislation that modified existing USC and CFRs of that time. It was not a static change to the existing legislation, which was over 35 years ago, but various portions have been modified since then! Always refer to the current USC and CFR for your references. While the USC can be daunting to go through, it is the current law. The CFRs are much easier to deal with but apply as well.
As a professional mariner, that is why I subscribe to the new CFRs each year and download the latest USC when available. Probably to be absolutely up to date, I should subscribe to the Federal Register as well, however, it has not been necessary up to now, as important changes make the maritime news circles, and are searchable on the internet.
