T&T: Louisiana Registration

About 1/2 of the states require that if your out of state boat is used 
in their state for more than xx number of days you have to get a 
registration decal.

The Federal Boating Safety Act of 1972 mandates a minimum 60 days for 
this reciprocity. A couple of states are not in compliance with this 60 
days: VT, NH and up until recently MD.

Some states don't require getting the decal even after the reciprocity 
runs out and in some cases the state allows 180 days. The states that 
are pretty lax about this are generally non coastal states, like AR, etc.

LA used to NOT require the decal after 90 days, I assume that this has 
now changed.
