Always room for more cleats, my only question would be can you get to the
underside to through bolt the added cleats? If not through bolted they
are potential projectiles!

I have easy access to the underside of the cleats through the rode locker.
There is sufficient space to insert robust backing plates.  Another
responder suggested adding the cleats and leaving the chocks in place for
additional docking line capability and I believe I will take this route.
